Installation & Connection
In August 2017, changes to the ACT Residential Tenancies Act made it mandatory for all rental properties in the ACT to have smoke alarms installed that meet the AS 3786 (1) standard.
Maintenance of smoke alarms
Types of Alarms
Hard-wired alarms are legally required in houses built after 1 November 1994 - a 240-volt smoke alarm connected to the home's electrical system with a battery back-up power supply. Homes built before November 1994 can have battery or wired alarms; 10-year lithium batteries last as long as the smoke alarm, while lead or alkaline (9V) batteries need to be replaced yearly. Smoke alarms should be replaced every 10 years regardless of the power source.
Responsibility of smoke alarm maintenance
Landlords are responsible for ensuring smoke alarms are working and comply with AS 3786 (1). Smoke alarms must be inspected and tested in accordance with the manufacturer's recommendations.
Placement of smoke alarms
A smoke alarm must be installed on each storey of the property. On storeys with bedrooms, an alarm must be placed between the bedroom and the rest of the property. If there is no corridor, a smoke alarm should be installed in every part of the property that separates a bedroom from the rest.

Mandatory requirements to follow
Electrical requirements
Safety switches have been mandatory on all new power point circuits since 1991 and on all new lighting circuits since 2000. Only a licensed electrician can carry out electrical installation work, and the electrician must provide a uniquely numbered certificate of compliance for the electrical work.
Tenancy rights and requirements
The landlord or agent must confirm on the Entry Condition Report whether the safety switch is functioning; this is done through testing. If a safety switch is not working, or detects an electrical fault during the tenancy, this is classified as an urgent repair.

Installation & Labelling
Installation requirements
Corded blinds and curtains must be installed so that a loose cord cannot form a loop 220mm or longer at or less than 1,600mm above floor level. Blinds and curtains must be installed in accordance with the installation instructions on any retail packaging. A cleat used to secure a cord must be installed at least 1,600mm above floor level.
Labelling requirements
The person installing a corded blind or curtain must attach a label with the name and contact details of the person or company responsible for the installation. Warning labels or swing tags supplied with the corded blinds or curtains must not be removed.
